Love OpenBVE, now I am a seasoned .Net Developer, I know some c# to get around and learning more as we speak.. I love to explore the sourcecode behind and experiment... (hope thats okay) I have no plans on redistributing, but would be very eager to possibly contribute..

As an experiement I have added rudimentary Joystick support ala BVE2 (mainly as my little one prefers to drive the trains this way!)

I would love it if a BVE Route designer was in the works (prehaps a goode idea for a feature?)

Is this project open to contributions?

Well the project is Open source. So I would think yes.
