I ran a old version at one point long time ago I don't know what version.. but this is a new pc and I downloaded the current version and went to start it up and this is all I get when I click on the icon.
"openBVE has encountered a problem and needs to close. We are sorry for the inconvenience."
What should I do?

You will have to install the external dependencies, as well explained in Michelle's site.
And check if you have MS. netFramework installed.

OK got it running but my FPS has to be just 1-2 FPS it's hardly playable at all.

That shouldn't happen on a new PC. There's some advice regarding low fps in the troubleshooting section of the website. If you have already followed that advice, or if it does not help when you try, someone might be able to help you if you post your system specs.
